Official Town Laws of Widu

Effective October 24, 1659
Until formal laws pass the town council, the Town of Widu falls under the current laws of the Kingdom of Fenia and his Royal Highness King Zuan.
NOTE: All Town Laws must be mailed either via IG or Forum to the Mages to be updated and posted before they are official.

Effective October 17, 1653 to February 4, 1654

  1. The Town Council must discuss any and all subjects presented for a minimum of three (3) days before it can be made into a vote.
  2. After the minimum of three (3) days, any council member may turn that topic into a poll if needed.
  3. The results of any passing vote outweigh any edict set by the mayor and any previous municipal laws.
  4. All laws are binding unless superseded by a viceregal law or a more recent municipal law.
  5. Changes to the Town Laws must be discussed with the Town Council and a vote opened in the Town Council Forum to pass.
  6. If this procedure is not followed the law will be considered null and void.
Section IV: Voting Procedures
  1. An official poll pertaining to town government business may be started by any councilor.
  2. Non-Emergency issues will be voted on either a three (3) day vote or a 24-hour vote based on the urgency of the issue at hand.
  3. Each poll shall have three (3) options: Aye, Nay, or Abstain.
  4. A poll is declared valid with a simple majority of all votes and the majority shall determine the outcome.
  5. Abstentions count towards the total votes.
  6. A councilor who abstains is required to state his or her reason.
  7. A tied poll is considered as not passed. A poll not passed via this default may be returned to discussion and subject to a re-poll if deemed necessary.
  8. Only voiced (posted) votes will be counted.
Section V: Betrayal
  1. Abuse of Power - Any legally elected or appointed official who intentionally uses the powers of office for individual gain or the gain of another at the expense of the town, county, or citizens at large. This includes favoritism that has resulted in harm to the Viceroyalty or Town.
  2. Neglect of Duty- Any legally elected or appointed official who intentionally fails to perform the duties of his/her office without due notice of absence and in such a way that the people, the towns or viceroyalty suffer damages as a result of that neglect.
  3. Breach of Contract - Any person who enters into a grant agreement with either Town and does not abide by the terms of that grant.
Section VI: Public Disorder
  1. Robbery – Robbery and attempted robbery is illegal in the Town of Widu. Robbery includes
    1. Misuse of any grant inconsistent with the terms of that grant
    2. Refusal to return a grant within 3 days upon request of the Mayor
    3. Robbery of Widu citizens or visitors while conducting market transactions
    4. Robbery of Widu Town Hall regardless of how power was obtained
    5. Robbery of Widu's Basilica regardless of how power was obtained
  2. Any revolt against the Town Hall, as explained in the Viceregal Laws is illegal.
  3. Any revolt against the Basilica for the purpose of harming the Basilica or the people of Widu is illegal.
  4. The act of spreading disease across Widu through use of the Basilica is illegal regardless of how access to the Basilica was obtained.
Section VII: Sentencing
  1. The following are possible sentences that may be given to those found guilty of a crime:
    1. Public apology in the town square (forum)
    2. Fines paid to the Town Hall
    3. Restitution of goods or their value in cash
    4. Forced labor
    5. Jail time; for first time conviction, jail time is less than or equal to 3 days
    6. Jail time; for repeat offenders, jail time is greater than or equal to 3 days
    7. Exile; for repeat offenders
    8. Revocation of Citizenship; only for citizen offenders having 3 convictions in the viceroyalty within a rolling year period
    9. Capital sentence by hanging, decapitation, or burning. (Role played only, with the consent of the mayor and the convict)
  2. First time offenders will be given more lenient punishment than repeat offenders.
  3. A repeat offender is anyone convicted of more than one crime. The crimes do not have to be of the same nature.

Dumping Law: Economy Manipulation
Outside Traders: Defined as creatures that do not live within Widu town boundaries.

There shall be no dumping of goods upon Widu Markets by Outside Traders. Traders may not place any goods upon the Widu market without written permission of the Towns Mayor. Excess of 10 units, per item, at any given time placed upon Widu market, will be deemed as dumping. Outside Traders may then use the market accordingly, and within the limits set forth. Outside traders must contact the Mayor to inform of use of the market for any trade, pre-arranged (person to person) or other, prior to the trade taking place. Each individual outside trade placed upon Widu Market may run for 5 (five) consecutive days time in a row, then must be removed for 48 hours. All items removed must re-apply as it is deemed as a new trade.

Offenders suspected of dumping upon the market may be charged with Economy Manipulation; defined as flooding the Widu market with unauthorized goods.

Fines for being found guilty:

First offense: 05 (five) times the price of 1 (one) of the item listed on the market by the offender, that breaks the aforementioned law. (Mayors Choice of which item, if there are multiple items that break the law.) Immediate removal of all goods placed upon the market for 3 days time. (72 hours)
Second offense, fines double
Third offense, fines triples and can result in addition of 3 days of Jail time.

Chronic dumping (being found guilty more than three times) can result in a permanent banning of trades on the market of Widu.

Section VII: Market Manipulation
  1. Definitions:
    1. Outside Traders: Creatures who do not live in Widu.
    2. Dumping: The placement of more than 10 units, per item, at the same time on Widu's market.
  2. There shall be no dumping of goods on Widu's market by Outside Traders.
    1. An exception may be obtained with written permission of Widu's Mayor.
    2. An exception for dumping is granted if doing a pre-arranged trade with a citizen of Widu so long as the goods do not remain on the market for more than 24 hours.
  3. Outside Traders are not permitted to buy wood off Widu's market.
  4. The buying and selling of items from the Widu market and placing them back on the same market within 7 days at a higher price is prohibited among all creatures.
