Offiicial Laws of the Viceroyalty of Fenia

Here are the current laws of the Viceroyalty of Fenia as of 1411.19 (Nov 19, 1654)
"Let it be known within the Realm of Fenia and hereby Decreed by the Courts of this land, under the direction and guidance of the His Royal Highness King Zuan, that:

Those that move to and through the Realm of Fenia will be assumed to have hailed the King Zuan in the process and shall follow all Decrees and Edicts herein, even if no public declaration is made.

The word, spoken or in writing, from the King the law of the land and will be obeyed by all creatures regardless of residency even if not mentioned in this document.

While within the Realm of Fenia every creature must follow the Laws and Edicts of the King and may be punished for any not followed.
If the King is unavailable for any reason at any time during his reign then the Viceroy will assume the duties and responsibilities of the King til such time as the King returns or a new Monarch is elected.


Laws of Nobility:
All Nobles holding lands within Fenia are expected to follow the wishes and commands of the Monarch. Only the King may appoint Nobility in Fenia. Anyone claiming to be of Noble Fenian heritage may contact the King with their credentials which will then be given due consideration. Any noble with unclaimed regions inside his own land is also able to recommend potential new nobles to the Monarch. Nobles who reside inside the lands of a higher ranking Noble are considered vassals and are also expected to show fealty to the higher ranked Noble. Likewise higher ranking Nobles are expected to protect and support their vassals in times of crisis. In the event of a dispute between a Vassal and his Lord, the Monarch will step in to handle the situation.

Any form of disrespect towards the King of Fenia, or any member of the Fenian Nobility will not be tolerated, disputes between nobles will be handed personally by the Monarch. The Nobility should be addressed by their proper titles of Lord and Lady, or whatever is appropriate to their title, at formal events and other appropriate occasions. Also the Nobility while deserving respect must also hold themselves with bearing fitting of their position and should always behave in a way that will not disgrace themselves or the Realm of Fenia. Furthermore regardless of their rank, all Nobles are granted a seat in the Royal Council chamber where their political views, thoughts, criticisms and opinions can be expressed amongst the other Nobles and Monarch of Fenia.

Laws of Commoners:
All creatures within the Kingdom of Fenia are entitled to fair and equal treatment under the law, the right to Live freely, Worship freely and Speak freely as long as that speech does not incite criminal acts or break other laws. All creatures should behave respectfully to one another and any unprovoked actions which cause harm to another creature will not be tolerated. Any disputes between creatures can be legally handled in the arena, fights in the streets will not be tolerated.

Rights of Outlaws:
If a creature is deemed an outlaw of Fenia they are no longer entitled to the rights and protections of the commoners in or outsideof Fenia. They are considered at all times wanted criminals who are not welcome in the Kingdom. If a creature deemed an outlaw enters the Kingdom they are free to be listed, hunted, attacked or even killed by Fenian armies. Anyone deemed helping an outlaw will be prosecuted as they will have been deemed to commit an act of treason by helping an enemy of the land. There will also be an automatic 500 freznic reward or bounty for the first individual who kills an outlaw whether inside or outside of Fenian lands.

Laws of Treason:
The actions of any creature which causes harm or attempts to cause harm to Fenia, to any City or Town within Fenia, to the Realm or to any of the Royal holdings, or acting in support of a outlawed individual will not be tolerated - no matter where the crime or attempted crime is committed.

Laws of Assault:
The actions of any creature which cause harm or attempt to cause harm to any other creature whilst inside the lands of Fenia will not be tolerated. This includes acts of robbery, brawling in the streets and group attacks.

Laws of Revolt:
Any revolt or attack, attempted or successful, against the Realm, Castle, any Fenian town, Temple, mine or node will not be tolerated unless permission has been granted by the King or Viceroy (in absence of the King). Revolts exempt of prosecution are those sanctioned by the King or when the King is unable, then the Viceroy, with the backing of the Council.

Law of Armies:
No armies are to be created within or to enter the Realm of Fenia without the express permission of the King. Armies allowed on Fenian soil are in the service of the Realm and are commanded by the King or the appointed General of Fenia. Any armies inside of Fenia can be commanded to disband by the Monarch or General and must be done so within 48 hours. All armies must receive verbal permission from the Monarch or General to recruit more than four citizens into the army, failure to do so will result in a request for disbandment. All army hunting-lists must be approved by the Monarch prior to activation, failure to do so is considered a violation of the law. In the event that the King is indisposed the Viceroy will have the authority to take the helm, with the support and backing of the Council.

Election Laws:
Prior to registering, creatures wishing to compete in any Fenian election, Mayoral or Rite of Succession, must express their interest to the King for an assessment of eligibility. Entering an election without approval from the Monarch will result in that candidate being declared illegitimate and their results in the election will be made void regardless of their success or failure in the election. In the event of a unapproved candidate running in an election the current office holder [Monarch/Mayor] has the right to launch a legal revolt upon their office, which will reset the election cycle, Mayors must receive approval from the Monarch to do this, however Monarchs need no approval. After which the unapproved candidate will be prosecuted.

Market Laws:
Market manipulation or any attempt by creatures to control the prices or availability of items on any market within the Realm of Fenia will not be tolerated. The willful weakening of the economic status of any town within Fenia will not be tolerated.

Mass buying of any item should be avoided. It is acceptable if about to travel, to buy up to two week's worth of food. Whosoever shall buy any item, while selling the same type of item at the same time, or within seven days of the original purchase on the same market, especially for unreasonable personal gain, and/or to cause harm to others, shall be charged with Market Speculation, which is a punishable offense.

Denial of Service Laws:
Any creature given a grant by the Realm of Fenia or any of the towns or cities within Fenia must abide by the terms of the grant’s contract. The agreed upon date and rules of return must be adhered to. Abuse of grants will not be tolerated.

Any creature who holds an office within the Realm of Fenia must act in the best interests of the Kingdom, this includes, but is not necessary limited to, upkeep of office, assuring the markets remain open and following the necessary requests of the Monarch. Any creature who holds the office of mayor and fails to use the VR market to provide trade goods such as wood may also be prosecuted under this law.

Laws of Court:
All those brought into court are expected to respond and give testimony in a timely and respectable fashion. Any creature is permitted to bring forth evidence and ask the Prosecutor to charge for a crime based on that evidence and the current Laws of the Kingdom. Any person falsifying evidence will be charged with fraud and disturbing the peace.

The Prosecutor for the Kingdom is obligated to bring forth any charges of law bringing brought before them as long as there is evidence present and the Monarch has approved the case.

If found guilty all defendants are expected to either comply with court orders (IE: pay their fines, do their jail time or to comply with any other punishment that was given to them fairly). A period of a week with no effort by the guilty party to fulfil these requirements is excessive and will be considered as contempt of court, and a bounty will be set. Leaving the Kingdom during the trial or after to avoid sentencing will also result in a bounty. Upon capture this second crime is punishable by harsher punishments and possible status as an Outlaw of the Kingdom.

The Judge also holds the right to charge a fine of no more than 50 freznics on-top of any other sentence in the event that a defendant who has pleaded innocent is found guilty due to wasting the courts time, and to make up for the increased costs of an investigation. Plea bargains for sentences can be made but require the written approval of the Monarch to be accepted as legitimate. Any bargains that do not have the approval of the Monarch will not be accepted nor upheld regardless of whom proposed them.

Violation of any of the above laws will be punishable and sentencing is at the discretion of the Monarch, through either the Courts or Military."

Those who do not publicly hail Her Royal Highness Queen Maria, but move to the Kingdom of Fenia will be assumed to have hailed Her Majesty in the process, and shall follow all decrees and edicts herein.

The word, spoken or in writing, of Her Royal Highness Queen Maria is the law of the land and will be obeyed by all creatures within the Kingdom, regardless of residency. While within the Kingdom of Fenia every creature must follow, and may be punished for not following, the Laws and Edicts of the Queen.

Only the Queen may appoint Fenian Nobility. Anyone claiming to be of Noble Fenian heritage may contact the Queen with their credentials which will be given due consideration.

Laws of Treason:
The actions of any creature which causes harm or attempts to cause harm to Fenia or any Fenian, to any city or town within Fenia, to the Kingdom or to any of the Royal holdings will not be tolerated - no matter where the crime or attempted crime is committed.

Laws of Revolt:
Any revolt or attack, attempted or successful, against the Kingdom, any Fenian town, mine or node will not be tolerated unless permission has been granted by Her Royal Highness Queen Maria.

Law of Armies:
No armies are to be created within or enter the Kingdom of Fenia without the permission from Her Royal Highness Queen Maria. Armies allowed on Fenian soil are in the service of the Queen and may be commanded by Queen Maria or her appointed General of Fenia.

Election Laws:
Prior to registering, creatures wishing to compete in any Fenian election must speak with the Queen for an assessment of eligibility that will insure the competency of the candidates. Any creature within the Kingdom of Fenia may, by petitioning Her Royal Highness Queen Maria, challenge any creature that holds an official position within the Kingdom for that position.

Market Laws:
Market manipulation or any attempt by creatures to control the prices or availability of items on any market within the Kingdom of Fenia will not be tolerated.

Contractual Laws:
Any creature granted by the Kingdom of Fenia or any of the towns or cities within Fenia must abide by the terms of the grant contract. Abuse of grants will not be tolerated.

Punishment for violation of any of the above laws is at the discretion of the Judge, appointed by Her Royal Highness, Queen Maria of Fenia.
