Agreed. A simple treason law might suffice. If we assume the people of the town have spoken when electing their chosen Mayor, then an action against their elected candidate should be punishable (or at least open to examination and review for potential fines or punishment).
EDIT: A rough draft to keep discussion going on this. We'd have to update this as Councils and such are elected and put into place, but in the meantime something along these lines might work:
"Treason is a deliberate action against the town of Bravia or it's rightfully elected Mayor. Any persons leading or participating in a revolt against the elected Mayor shall be brought to trial for treason. Any Mayor who misuses their position of power for personal gain or makes the town vulnerable to an illegal revolt should likewise be tried for treason."
