Bugs Fixes [July 29th]

Fixes that have been applied:
1) Rising Event Forum Unlocked
2) Rising Event not clearing. It should clear everyone at reset tonight [In about an hour]
3) Forum Accounts were not showing IG. This has been fixed. Also, fixes change password not changing forum as well as a couple other things. There are still some IG forum things that will be worked on tomorrow.
4) Bug that causes some of the forum pages to kick back an error and/or causes issues with Forum PM's
Fixes that are in queue:
1) Finish Forum IG things
2) Work on Town Duels
3) Work on Workshops apparently not running
4) Work on Mobile Site
5) Adding a quest does not appear to work
6) Finding a cat during foraging
